They are going to have you add some neighbors, to get the extra plots, so this is Great news for the upcoming quests, it changes up the numbers a bit on what you need to do and when to make sure you complete.
Some people said that the 18×18 Expand didn't work right for them, but it did for me and a few others I talked to.
